GIS Administrator

GENERAL PURPOSE:
Under general direction, plans, organizes and administers the GIS systems and activities for the City.
PRIMARY DUTIES AND
Responsibilities:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
Provide solution architecture, systems engineering, administration and software engineering including application and data architecture expertise for ArcGIS Server environment.
Performs system management functions including software installs, version upgrades and configuration management.
Evaluates capacity needs to forecast future resource requirements.
Develop and implement long and short-term GIS plans, goals, and priorities.
Participate in preparation of and manage the division's budget and resources.
Request proposals, negotiate and administer professional contracts for GIS services and coordinate the provision of related services with other departments.
Serve as the chief technical representative on issues related to evaluation and securing software, products and services in support of the division and provide substantial input into the City's overall GIS strategic planning.
Develop written GIS standards, policies, and methods; establish and provide on-site training and provide support to staff and other GIS users in City departments.
Supervise, schedule and participate in selection of professional and technical GIS staff.
Support employee involvement in decision-making; conduct performance evaluations; encourage staff to establish individual goals; and promote positive attitudes and work environment through effective leadership.
Produce written GIS standards, policies and methods; establish and provide on-site training and support to staff and other GIS users in the City.
Collect, catalogue, clean and verify the accuracy of source spatial and attribute data and create, maintain, analyze and refine the utilities and facilities infrastructure mapping and thematic base.
Develop, maintain and manage the City's GIS data warehouse; ensure the integrity, quality and accurate content and structure of databases including geo-referenced raster and vector data, CAD based drawings and plans, and metadata and attribute data.
Produce publications, quality reports, exhibits, maps, atlases and other cartographic products and services in digital and hardcopy format.
Work with City staff and other local jurisdictions in developing or implementing uniform vertical and horizontal control standards of accuracy, adoption of a horizontal and vertical datum standard and the most appropriate and accurate map projection used for GIS data manipulation, field survey work and map application development.
Meet with local agencies, other City departments, councils and organizations to discuss GIS data issues and the relationship of the GIS to other operations, systems and programs.
Collaborate with other parties on obtaining accurate and complete information and maximizing resources.
Coordinate requests for GIS services throughout the City; identify applications and methods for projects; act as City liaison between city, county and state GIS agencies for standards and cooperative data sharing.
Perform other duties as assigned or required.
MINIMUM
Qualifications:
Education and
Experience:
Bachelor's degree in Computer Science, GIS, Urban Planning, Geography, Civil Engineering or a related field, and three (3) years demonstrated professional working experience in ESRI ArcGIS Server system design and administration in an enterprise environment.
; OR an equivalent combination of education and experience.
ESRI certifications preferred.
Necessary Knowledge, Skills and Abilities:
Proficient knowledge of and ability to utilize ESRI ArcGIS Desktop 10.
0 or higher, ArcSDE 10.
0 or higher, VMware, Windows Server and Microsoft SQL Server 2008 or higher.
Experience with C#, Python,.
Net, or Java Script is a plus.
Knowledge of City organization, operations, policies and procedures.
Knowledge of state and federal laws relating to GIS.
Knowledge of confidential and record retention requirements.
Knowledge of the principles and practices of administrative management, including personnel rules, cost accounting, budgeting, strategic planning and effective employee supervision and training.
Knowledge of the principles of record keeping and records management.
Skill in analyzing information technology issues, evaluating alternatives, and making logical recommendations based on findings.
Skill in developing and implementing procedures for cost effective management of allocated resources.
Skill in working under pressure of deadlines, and establishing and maintaining cooperative working relationships with employees, officials, other agencies and the general public.
Skill in assessing and prioritizing multiple tasks, projects and demands.
Skill in managing staff, and delegating tasks and authority.
Skill in operating a personal computer utilizing a variety of business software.
Skill in effective oral and written communication.
Ability to effectively provide direction to others to ensure City objectives are met.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
